In order to secure Sweden's transport needs during the ongoing COVID-19 pandemic, it will be possible to extend the period of validity of drivers' certificates of professional competence by six months. The reason is that the pandemic makes it difficult to implement the further training that the drivers need to complete at regular intervals in order to renew their certificates. The Riksdag voted in favour of the Government's proposal.
According to the proposal, the Government may decide to extend certificates of professional competence that expire during the period 1 February and 31 July 2021. Drivers whose certificates expire before this period, between 1 November 2020 and 31 January 2021, shall be exempted from the requirement that they have a certificate of professional competence. The extension shall apply for six months from the date of expiry.
The legislative amendments will come into force on 1 February 2021 and will expire on 1 August 2021.
The Riksdag has also called on the Government by way of three announcements to act as follows:
- the possibility for an exemption should apply for the whole of 2021 rather than six months;
- the Government should take measures to enable a greater number of distance learning hours in the further training;
- the Government should ensure that the Swedish Transport Agency promptly processes applications and grants permission to education companies wishing to offer further education courses for professional drivers.
