The Government wishes to be able to extend the period of validity for certificates of professional competence for professional drivers of heavy vehicles such as freight and passenger transport.
On account of the situation with the COVID-19 pandemic, it has not been possible to carry out necessary in-service training, as a result of which many drivers risk losing the right to operate their vehicles. This could entail serious disruptions to vital social functions. Extending the period of validity will give more drivers the opportunity to carry out their in-service training before their certificates expire.
The amendment gives the Government prolonged authorisation to adopt provisions on an extended period of validity for certificates of professional competence. An extension may not apply for longer than six months. The amendment is being implemented by means of an act repealing a provisional authorisation being withdrawn and replaced by a new repealing act.
The Riksdag voted in favour of the Government's proposal. The amendments will come into force on 1 January 2022.
