The Riksdag would like to see continued tax exemption for the benefits free parking and gifts to employees

Since the COVID-19 pandemic is still going on, tax and charge exemption for the benefits of free parking and gifts to employees should be reinstated. This is the opinion of the Riksdag, which calls on the Government to act by way of an announcement.

No to motions on the COVID-19 pandemic

The Riksdag rejected approx. 120 proposals in motions from the general private members' motions period 2020. The main reason for this is that work is already in progress in this area.

Additional amending budget: Money towards rent costs, the self-employed and quick testing

The Riksdag voted in favour of the Government's proposal on further measures in an additional amending budget for 2021 in order to alleviate the effects of the spread of the coronavirus. As a result, central government expenditure will increase by SEK 12.4 billion in 2021.

Period of validity for exploration permits extended

Beslut An exploration permit under the Minerals Act grants the permit holder the exclusive right to map the characteristics of bedrock. The Riksdag voted in favour of the Government's proposal on amendments to the Minerals Act. The purpose for this is to make it easier for prospecting companies who risk being badly hit by the effects of the corona pandemic.

Additional amending budget: Improved support to companies and reduced employers’ social security contribution for young people

The Riksdag voted in favour of the Government's proposal on a further additional amending budget for 2021 on account of the continued spread of COVID-19. Central government expenditure for 2021 will thus increase by SEK 18.6 billion, mainly due to increased economic assistance to companies.

Additional amending budget: New and extended support to companies and more money for testing and vaccinations

The Government has proposed further measures in response to the continued spread of the coronavirus. The Riksdag voted in favour of the proposal which includes new and extended support to companies and more money for testing and vaccinations.

The Government should review crisis support for companies

On account of the corona pandemic, during 2020 the Riksdag decided on a number of forms of crisis support in order to save jobs and to enable healthy companies to make it through the pandemic. Now, the Riksdag believes that this crisis support needs to be adjusted to enable it to reach its intended recipients to a greater extent. The Riksdag therefore called on the Government by way of two announcements to act as follows.

Period of validity of drivers’ certificates of professional competence to be extended

In order to secure Sweden's transport needs during the ongoing COVID-19 pandemic, it will be possible to extend the period of validity of drivers' certificates of professional competence by six months. The reason is that the pandemic makes it difficult to implement the further training that the drivers need to complete at regular intervals in order to renew their certificates. The Riksdag voted in favour of the Government's proposal.

The Government's actions in relation to Swedes who have been detained should be evaluated

The Riksdag would like an independent commission of inquiry to evaluate the Government's actions to promote the release of the Swedish citizens Dawit Isaak and Gui Minhai. The Riksdag therefore calls on the Government to act on this by way of an announcement.

Temporary COVID-19 Act to enable more communicable disease control measures

The Riksdag voted in favour of the Government's proposal to introduce a temporary law and certain legislative amendments to enable more measures to be taken to counteract congestion and thus prevent the spread of COVID-19.

New pandemic diseases act required

A temporary law that makes it possible to implement more accurate measures is required in order to contain the spread of COVID-19. This is the opinion of the Riksdag, which urges the Government by way of an announcement to promptly get back to the Riksdag with a proposal for a temporary law. 

Employers will have the possibility to receive compensation for certain competency measures

Beslut The Riksdag voted in favour of the Government's proposal on an amendment to the Act on Support in the Event of Short-time Work which will mean that employers who are receiving support for providing short-time work and who are arranging competency measures will have the opportunity to receive compensation for such measures.

Temporary amendments to the Unemployment Insurance Act to be extended

Beslut The Riksdag voted in favour of the Government's proposal on amendments to the Unemployment Insurance Act. One of the effects of this will be that temporary legislative amendments on account of COVID-19 are to be extended until 1 January 2023.

Possibility for supplementary loans for students who have worked previously

The Riksdag has decided on an amendment to the Student Aid Act which will mean that in the event of extraordinary events in peace time the Government can decide that a higher amount than normal may be provided in the form of an extra loan to those who have worked previously.

Continued communicable disease control measures at restaurants and bars

The Riksdag voted in favour of the Government's proposal to extend the period of validity of the act on temporary communicable disease control measures at venues serving food and drink.

Vaccination against COVID-19 to be included in national vaccination register

The Riksdag voted in favour of the Government's proposal that the Act on the register of national vaccination programmes should also include vaccinations against the coronavirus disease (COVID-19). According to the proposal, the care provider responsible for the COVID-19 vaccination shall also provide information about the dose number of the vaccination to the register.

Continued possibility for companies and organisations to hold annual general meetings remotely in 2021

The Riksdag voted in favour of the Government's proposal to extend the provisional law that makes it possible for companies and organisations to hold their annual general meetings without physical participation.

SEK 31 billion more to municipalities, regions and other areas this year

The Riksdag voted in favour of amendments to the central government budget. The amendments will mean that central government expenditure will increase by SEK 31 billion this year.

The Riksdag considers that the work of the Riksdag during the COVID-19 pandemic should be followed up, and urges the Riksdag Board by way of an announcement to initiate a follow-up.
