The Riksdag has voted in favour of the Government’s proposal on an amendment to the Swedish Criminal Code and has adopted the Government’s proposal for amendments to the Freedom of the Press Act to be held in abeyance.

The amendments will mean that the provisions concerning agitation against a population group will be clarified. The clarifications will cover, for example, denying the Holocaust and the fact that certain other international crimes will be explicitly criminalised.

The proposals will also mean that individual people in protected groups will be given protection, status as injured parties and the right to damages.

The amendments will come into force on 1 July 2024. The Riksdag has voted in favour of the amendments to the Freedom of the Press Act to be held in abeyance and they will come into force on 1 January 2027. As parts of the proposals concern an amendment to the Freedom of the Press Act, a fundamental law, it is necessary for the Riksdag to vote in favour of the proposal on two separate occasions, and there has to be an election between the two votes.
