Our work on accessibility on the Riksdag website is based on the following guidelines and laws:

How accessible is the website?

Our work with accessibility includes technology, language and pedagogics. Although certain parts are not completely accessible, we are working continuously to improve the website, both by developing the technology and the editorial content.

This website is partly compliant with the Act on Access to Digital Public Services. The parts which are not accessible are listed below.

Content that is not accessible

Problems for users with cognitive impairments

These problems on the website may affect those who navigate by using the keyboard or using assistive technologies that are operated via the keyboard.

• When operating via the keyboard, the colour contrast of the keyboard focus indicator is too low against the background (WCAG 2.4.7 AA)
• Possibility to jump directly to filter not available on Calendar page, in same way as it is on Search page (WCAG 2.4.1 (A), WCAG 3.2.3 (AA))
• When filtering the date in landscape mode on a mobile phone, the date selector does not fit on the screen. The same applies when you have zoomed in. This applies to filters, for example, on the Calendar page. (WCAG 1.3.4 (AA))
• Explore the Riksdag contains videos and soundtracks which start automatically in fullscreen mode and which are not easy to pause. This may especially affect users who easily get travel sick. (WCAG 2.2.2 (AA))
• In Explore the Riksdag, the focus may be obscured by a pop-up window when using the function Select room. (WCAG 2.4.11(AA)
• Some buttons in Explore the Riksdag lack visible focus. (WCAG 2.4.7 (AA))

Problems for users who cannot see

These problems on the website may affect those who use assistive technology such as screen readers.

• A number of web pages are based on document files. The web pages can in certain cases contain lists that are not identified as lists in the code. [WCAG 1.3.1 (A)].
• There are a number of PDF and Word documents that have not been correctly identified (tagged) to enable them to work with reading aids.
• Some texts in headings are not coded as headings. [WCAG 3.2.4 (A)].
• Some web pages are automatically created from content in documents. These pages lack correct headings and comprehensible link texts. (WCAG 1.3.1 (A), 2.4.4 (A))
• Individual icons that occur within collapsible sections lack clear descriptions. (WCAG 1.1.1 (A))
• There is a risk that the speech synthesis chooses the Swedish voice when reading text in English in connection with certain live broadcasts due to incorrect identification of the language in the code. (WCAG 3.1.2 (AA))
• In the section containing information about ongoing broadcasts, changes of speaker are not indicated automatically by the screen reader. (WCAG 4.1.3 (AA))
• Information and links about ongoing live broadcasts are positioned above the first main heading on pages, and can therefore be difficult to find. (WCAG 1.3.2 (A))
• A few pages contain headings that are not coded as headings, e.g. under the heading “How the Riksdag works” and pages that use “Timelines” to describe various events and processes. (WCAG 1.3.1 (A))
• There are headings where the choice of level does not correctly reflect the page structure (WCAG 1.3.1 (A))
• The submenus that drop down from the main menu close unexpectedly for users with screen readers (WCAG 3.2.2 (A))
• On pages with alphabetical lists of links, there are visually dimmed, non-selectable links. These still appear to be clickable when using a screen reader. (WCAG 4.1.2 (A))
• In the calendar function on the home page, there are link elements where the functions are buttons (WCAG 4.1.2 (A))
• There is an error in the filter in the calendar section which affects users with screen readers in the Safari web browser (WCAG 1.3.1 (A))
• Explore the Riksdag lacks heading level 1. (WCAG 1.3.1 (A)) In Explore the Riksdag, the buttons “X” and “Z” are used to zoom in and out. This may disturb certain shortcuts in some assistive technology.   (WCAG 2.1.4 (A))
• Explore the Riksdag does not have the buttons “Previous” or “Next” in the “Select room” function, which means that screen readers do not receive information about its purpose. (WCAG 4.1.2 (A))

Problems for users with impaired vision

• There are texts in headings that are not coded as headings [WCAG 1.3.2 (A), 3.2.4 (A)].
• On a small screen or when magnified, the calendar is broken up in a way that impairs legibility (WCAG 1.4.10 (AA)
• When operating via the keyboard, the colour contrast of the keyboard focus indicator is too low against the background (WCAG 2.4.7 AA)

Problems for users who are deaf or hard of hearing

• There are embedded videos which lack audio descriptions (1.2.5 (AA))
• Videos in the webcast archives lack accompanying descriptive texts. [WCAG 1.2.2 (A)]. However, there is a separate transcription of all videos from the meetings of the Chamber in the records of proceedings in the Chamber. These are presented on the same webpage as the videos.
• Explore the Riksdag has videos with sound where the subtitles do not fully reflect the videos’ content and sound. (WCAG 1.1.1 (A))

Problems for users with cognitive impairments

There are functional components with is insufficient and/or inconsistent identification in text, for example, regarding opening hours and telephone hours. (WCAG 3.2.4 (AA)).

Contents not covered by the Act

There are contents on the website which are not fully accessible, but which are exempt under Section 9 of the Act on the Accessibility of Digital Public Services.

These contents are:

• live broadcasts from meetings of the Riksdag that are open to the public lack descriptive texts;
• videos in the webcast archives published between 2001 and 23 September 2020.

How we tested the website

The Riksdag Administration takes active measures to meet the requirements of the Act on the Accessibility of Digital Public Services.

A self-assessment of accessibility on the Riksdag website has been carried out. External experts have also tested the website and are regularly consulted in our work with accessibility issues.
